Yes.  Each product meets the requirements of 1910.147.

•  Lockout devices and tagout devices shall be singularly identified; shall be the only devices(s) used for controlling energy; shall not be used for other purposes; and shall meet the following;
•  Devices must be durable and shall be capable of withstanding the environment to which they are exposed; 
•  Shall be substantial enough to prevent removal without the use of excessive force or unusual techniques; and 
•  Lockout devices and tagout devices shall indicate the identity of the employee applying the device(s).

No. These low cost devices are considered as consumable items and are intended for a single use, temporary or permanent installation.  If a permanent installation is not  preferred, the device can be removed with a plastic non-marring tool, then disposed of.
